The City of West Covina encourages and promotes participation by residents in the decision-making process through a variety of activities. Most notable is the appointment of residents to a number of commissions to advise the City Council on specific issues.
If you are interested in serving on a City of West Covina City Commission, Commission vacancies are posted on the City's website on the recruitment webpage when a vacancy exists. You may also sign-up to receive e-notifications from the City to be notified when a vacancy exists.
City Councilmembers typically do not serve on City Commissions and instead designate a representative to serve on the City Commission. The exception to this is the Audit Committee which includes two City Councilmembers. Additionally, the elected City Treasurer and the elected City Clerk may serve on a City Commission. A commissioner may be appointed to multiple City Commissions.

The City Council of the City of West Covina hereby renames the previously established City of West Covina Audit Committee as the Finance and Audit Committee with the adoption of Resolution Number 2019-31 (PDF).
The Audit Committee was established on October 6, 2015 with the adoption of Resolution No. 2015-73. The Audit Committee assists the City Council in discharging its responsibilities for the overall stewardship of the City's financial affairs. This will include reviewing financial information; ascertaining the existence and adequacy of accounting and internal control systems and related safeguards over the City's assets; and overseeing the audit function.

The Community and Senior Services Commission acts in an advisory capacity to the City Council on matters pertaining to the community services needs of the citizens of West Covina relating to public recreational services, cultural activities and special events, youth services, public transportation, neighborhood and human relations, human rights, and senior services.

The Human Resources Commission acts in an advisory capacity to both the City Council and the Personnel Officer (City Manager) in all matters relating to personnel. The Commission may review the recruitment and selection processes for the classified service and they make comments and recommendations regarding such processes.

The Planning Commission holds public hearings and is the decision-making body on precise plans of design, variances, unclassified use permits and tentative tract and parcel maps. The Commission serves in an advisory capacity to the City Council, making recommendations on zoning ordinances and map amendments, specific plan amendments and revisions to the General Plan which guide the growth of the City and create a better living environment.

Pursuant to State Legislation ABx1 26 (the "Dissolution Act"), the Redevelopment Agency (RDA) of the City of West Covina was dissolved effective February 1, 2012. The City elected to become the Successor Agency to the former RDA, responsible for winding down the affairs of the former RDA. The Oversight Board reviews and approves the activities of the Successor Agency and ensure the former RDA's assets are distributed to the taxing entities. The Oversight Board was composed of seven members representing various taxing entities and is an independent decision-making body with a fiduciary responsibility to holders of enforceable obligations of the former RDA and the taxing entities that remain in the former redevelopment project areas.
Commencing July 1, 2018, the Oversight Board will be consolidated into a single, countywide Oversight Board. The City of West Covina will be part of the Los Angeles County Consolidated Oversight Board First Supervisorial District.

Com-Net is the East San Gabriel Valley Regional Communications Network Joint Powers Authority Governance Board. The Board serves the communities of Azusa, Covina, Glendora, Irwindale, La Verne, and West Covina.

Compensation for City Commissioners is established by Resolution of the City Council. Note: there is no compensation provided for members of the Audit Committee or the Oversight Board. Compensation for elected officials is established by Ordinance of the City Council and included in the West Covina Municipal Code Section 2-23; Section 2-162; Section 2-171.
Current Compensation Levels
- City Council - $765 per month
- City Treasurer - No Compensation
- City Clerk - No Compensation
- Audit Committee - No Compensation
- Community and Senior Services Commission - $50 per meeting with a maximum of $50 every month (attendance for payment)
- Human Resources Commission - $50 per meeting with a maximum of $50 every month (attendance for payment)
- Planning Commission - $75 per meeting with a maximum of $75 per month (attendance for payment)
AB 1234 - Council Expense & Reimbursement Policy
The City Council adopted the City Council Expense and Reimbursement Policy effective November 1, 2016 in compliance with AB 1234.
City Commission meetings are subject to the Ralph M. Brown Act (PDF). The Brown Act governs how meetings are conducted and how the public is notified of a particular meeting. You may also sign-up to receive e-notifications from the City to be notified when a Commission Meeting agenda has been posted.
