Homebuyer Assistance Program
If you are in the market to buy your first home, the City of West Covina has a program just for you! The city is excited to announce that first-time homebuyers will have the opportunity to receive closing cost assistance through the Homebuyers Assistance Program. New housing developments throughout the city that are required to participate in an assistance program will offer grants starting from $15,000 up to $20,000!
The Program is available to first-time homebuyers with preference provided to existing West Covina residents and/or low- or moderate-income individuals/families.
Applications are qualified based on a scoring system. For each of the categories listed below that an applicant meets they will receive a point. Applicants will receive 3 points for being a first time homebuyer. Applicants will need a minimum of 4 points to qualify for the program. Applications are processed on a first-come, first-served basis.
Requirement:
- First Time Homebuyer
Applicants will receive additional points for any of the following categories that they meet:
- West Covina Resident
- West Covina Employee
- Public Service Employee (Active/Retired Military, Police Officer, Firefighters, Teachers, Nurses, etc.)
- Low- to Moderate-Income Individual/Household
To apply for HAP assistance, please contact the housing developer directly. They will provide HAP applications and qualify homebuyers. Current housing developments offering HAP:

- Two-story townhomes.
- 5 units will participate in the program.
- $20,000 available to qualified applicants.
