Currently, the waiting list for affordable housing/section 8 in the City of West Covina is closed. For more information, contact the Baldwin Park Housing Authority who administers the Section 8 program for the City of West Covina.
West Covina offers its residents a variety of affordable housing units. Please contact the property managers for the corresponding complex directly for information on availability and rent information. Updated June, 2023.

There are other units in the city that may provide low-income housing or take section 8 vouchers; contact the Baldwin Park Housing Authority for those names and phone numbers at 626-869-7500, ext. 552. This list only provides those developments known by the West Covina Community and Economic Development Division to provide affordable rental housing.
Assembly Bill 987 (AB 987), which became effective on January 1, 2008, requires all California Redevelopment Agencies to maintain and publish a database of new and existing affordable housing units that were developed or otherwise assisted with Low- and Moderate-Income Housing Funds.
In accordance with the requirements of AB 987, the following databases are posted in the following for public review.
